This challenging multi-phased project began with the fast track planning phase aimed at securing all government approvals by the spring of 1999
to allow maximum use of the construction season. Services performed by ETI Corporation included project planning and zoning approvals, project
scheduling and construction scheduling, reconfiguration of a parking lot, preparation of construction documents, and construction administration and operation.
ETI began by reviewing the o wner's master plan and identified the need
for a variance to address a building encroachment. The planners at ETI met with the governing bodies prior to submittal to explain the project and answer their questions and concerns.
This preliminary briefing allowed the planning review process, including the variance, to be approved on schedule at the first submittal.
The site design was separated into three
packages, with the first being the power house/cooling tower package. The new power plant had to be operational before the existing plant could
be repaired and renovated. The second package consisted of site work for the new Critical Care Unit and the expansion of the north parking lot. The
Critical Care Unit was an early construction priority since such a facility was a high priority item for north Mississippi. The parking lot expansion
was necessary at this point in the project since existing parking spaces would be lost in the third package. The third package involved the addition
of the women's hospital wing to the main building. The women's hospital wing extended out the entire east face of the building. The extent of the proposed wing required the relocation of the main utilities and the
hospital's main access drive. To avoid disruption to the hospital operations, a sequence of construction was designed to maintain uninterrupted utility service and vehicle access to the hospital.
A key element to the success of the project was ETI's ability to provide a flexible design capable of adjustment to changing project requirements.
The fast track nature of the work meant ETI's design had to be completed well in advance of the architectural plans. The architectural plans were
revised during the project to address building related issues. The revisions occurred at times after the site plans had been released to the
contractor. ETI's commitment to the success of the project and creative construction solutions allowed for timely, cost effective design adjustments.
