ETI Corporation was the lead consultant for master planning the re-use of a decommissioned military installation. The master planning efforts were
complimented by an economic specialty firm and a military land planning firm to provide the City of Memphis with direction on the overall planning of the 424 acre site that was formerly utilized as an Army  Depot. The facility
was used extensively to house supplies before and during World War II. Since the early 1940s the Depot was used primarily for storage of goods and materials. Over
the years, more buildings were constructed to house additional military goods and materials transforming the Army Depot into a distribution center until 1989 when the Army closed the Depot and turned it over to
the City of Memphis for redevelopment potential.
ETI was instrumental in providing land planning services, traffic analysis, local support for the overall planning effort, and
assistance to the environmental committee on hazardous and toxic waste materials stored on the site. Local involvement included presentations to surrounding
neighborhood groups in the planning and redevelopment process for the Depot. The closeness of the base to Interstate 240 and the Memphis International Airport makes it an ideal location for warehousing and
distribution uses, as well as for office and limited light industrial use. One of the major opportunities for the site was to provide a redevelopment plan
that would provide economic benefit to the area, and at the same time, improve the compatibility and traffic functionality of industrial and other uses with the surrounding residential areas.
