ETI Corporation worked with the City of Memphis and the Housing and Community Development in the preparation of a community development
plan for a 34-block Midtown neighborhood in Memphis, Tennessee.
The original community plan was prepared in 1990. ETI's services included providing preliminary planning design surveys of existing
infrastructure conditions, housing conditions and roadway-system conditions, to provide computer generated project base maps, and to provide analysis of existing conditions to determine neighborhood
deficiencies and environmental problems. In 1995, the City of Memphis decided to extend Sam Cooper Boulevard to alleviate some traffic
congestion in the Midtown area. The extension plans called for the road to enter the Old Binghamton neighborhood. ETI was asked determine
how the road extension would affect the neighborhood. ETI developed planning design alternatives, prepared construction cost estimates, conducted cost benefit/value analysis and prepared a final plan and
implementation strategy based on different road design scenarios. Other services provided included preparing plan documents, and assisting in
conducting planning meeting and final presentations. In 1999, the City of Memphis and the State of Tennessee made the final determination as to the layout of Sam Cooper Boulevard and requested ETI to revise the
community development plan to reflect the extension of the road.
