ETI Corporation prepared the preliminary site plan, infrastructure analysis, final Master Plan, and re-zoning, for a 170-acre tract planned unit development in DeSoto County, Mississippi. In addition, ETI prepared the Site Master Plan, infrastructure plan and detailed design, and construction documents for the construction of all the site improvements and infrastructure extensions for a 12,000-seat arena and auditorium to serve DeSoto County. The arena and auditorium also known as the DeSoto Civic Center, is the focal point of a mixed use planned development for the community of Southaven, Mississippi, which will include commercial and residential uses. The DeSoto Civic Center site was planned and designed to promote the development of new commerce and encourage population growth in Southaven. The construction of the DeSoto Civic Center and other commercial and residential developments brings new employment opportunities to the community of Southaven.

Services performed by ETI Corporation for the 170-acre tract included preliminary site planning, infrastructure analysis and planning, preparation of the final Master Development Plan, and re-zoning. Services for the Civic Center included: site design of the loop roadway systems and connector roads to both Church Road and Highway 61 (approximately ˝ mile long), utility system design and coordination, environmental permitting, design of fire protection system, and design of drainage and detention systems.
