ETI Corporation prepared the Conceptual Plan and Outline Plan for the South Bluffs Planned Development. ETI also presented the plan to the Memphis and Shelby County Land Use Control Board, and the Memphis City Council. South Bluffs is a 34-acre mixed-use development proposed for single-family detached homes, town homes, multi-family apartments both garden and mid-rise, and commercial uses. The plan permits 575 dwelling units with a maximum height of 16-stories over looking the Mississippi River including a 200-room hotel. The site was zoned industrial and located in a largely industrial area near downtown Memphis. Several streets and alleys were closed as part of the overall development plan. A vital access for the development to Riverside Drive, a major access roadway to the Riverfront and downtown Memphis, was carefully designed based upon vehicular speed limits and vehicular site distances. The unique focal points of the property are the stunning views of the Mississippi River from the bluff top, and a small-unimproved park adjacent to the site (a civil war bunker). The plan envisions multiple story buildings setting back from the river bluff to provide maximum views of the Mississippi River. A pedestrian system both along the bluff and internal to the development is an integral part of the development concept. The park, located on the bluff, was proposed for improvement and connects to the overall pedestrian system. A pedestrian bridge over Riverside Drive is also proposed as part of the overall pedestrian system that would eventually be connected to a riverfront walkway along the banks of the Mississippi River.
